The insurance industry has become remarkably good at answering one question: Where is wildfire likely to occur?
Hazard maps are more sophisticated than ever, and catastrophe models continue to improve. Climate science provides increasingly detailed insight into where conditions may support extreme fire behavior.
But the next question may prove even more important: Why does one structure ignite while another survives?
Gallagher Re's H1 2026 Natural Catastrophe and Climate Report reinforces why this distinction matters. Although insured catastrophe losses were relatively modest during the first half of the year, the report points to prolonged drought, historically low snowpack, dry fuels and the likelihood of a strong El Niño as reasons to remain focused on wildfire risk during the second half of 2026.
In other words, lower losses do not necessarily mean lower risk.
The report also reflects a broader shift taking place across the insurance industry. Increasingly, the conversation is expanding beyond transferring risk to understanding and improving resilience.
That's an important evolution. Hazard intelligence helps us understand where wildfire is likely to occur. But once a wildfire reaches a community, outcomes are determined property by property.
Two neighboring buildings can experience the same wildfire and have dramatically different outcomes because of differences in construction, ember vulnerabilities, surrounding fuels and defensible space.
Those differences aren't simply observations after a fire. They're opportunities to mitigate before a fire ignites to change the outcome.
That's why wildfire risk management is evolving from hazard intelligence to property intelligence – deeper understanding of the conditions that influence whether an individual structure catches fire. Property-level intelligence gives insurers, brokers, homeowners and commercial property owners something hazard maps alone cannot: actionable information. It identifies vulnerabilities, informs mitigation decisions and helps support more resilient underwriting and risk management strategies.
In many ways, this represents the next information challenge facing our industry. The question is no longer simply where wildfire may occur, but what happens when wildfire reaches a specific property.
Answering both questions – not just one – will be essential as insurers, property owners and communities work to build resilience in an increasingly complex wildfire environment.
